Private-Led ‘Global Basecamp’ to Support SME expansion into the U.S. Southeast

A new model for supporting small and medium-sized enterprises (SMEs) abroad is taking shape as the Ministry rolls out its first “Global Basecamp” in the U.S. Southeast, shifting from government-run facilities to a more network-driven, private-sector approach. The program in collaboration with Korea SMEs and Startups Agency (KOSMES) is designed to help Korean firms establish a durable presence in overseas markets by embedding them within local business ecosystems. Rather than replicating existing Global Business Centers – currently operating in 22 locations across 14 countries (China, USA, Vietnam, etc.) – the basecamp model targets regions without such infrastructure. Operations will be entrusted to a locally established private partner, allowing support to be tailored more closely to market conditions and industry dynamics. The U.S. Southeast has been selected for the pilot, reflecting both the growing footprint of Korean businesses in the region and the depth of established Korean-American networks. The chosen operator will be required to demonstrate a strong local presence and active collaboration with regional institutions and business organizations. Its role will extend well beyond coordination. Responsibilities include identifying and onboarding Korean SMEs, operating a permanent exhibition space to connect with potential buyers, and facilitating targeted business matchmarking. Companies will also receive end-to-end support throughout the contracting process – from initial verification and risk assessment to final agreement – alongside mentoring and advisory services rooted in local expertise. Applications for the operating institution are open from April 9 to 23, with detailed guidelines available on the MSS and KOSMES websites. A separate call for SMEs interested in participating is expected to follow in May. By replacing private networks at the center of its export strategy, the Global Basecamp reflects a broader shift towards practical, partnership-based internationalization – offering SMEs not just access, but a pathway to sustained market integration.
